Professional Experience
Mr. Cullian has over thirty years of experience in the construction industry with particular emphasis on evaluating troubled projects, providing process review and improvement assessments, and providing project management oversight services for ongoing construction projects. He possesses significant experience with the preparation and resolution of complex engineering and construction disputes on a wide variety of engagements. He has testified in state court and represented clients in mediation. He has been a guest lecturer at North Carolina State University’s Civil, Construction and Environmental Engineering department, and he has presented and written articles on various issues related to the construction industry.
Areas of Expertise
Mr. Cullian has worked on a variety of construction issues, including the analysis and quantification of delays and cost overruns associated with improper design, installation, changed conditions, extra work, worker productivity and terminations. He has reviewed project critical path management schedules for compliance with contract specifications and has extensive experience with Primavera scheduling software. He has investigated allegations of fraud and false claims. Mr. Cullian has advised owners (including private and public companies and governmental entities), contractors, subcontractors, architects, engineers and insurers.
Mr. Cullian has analyzed delays, disruption, lost productivity and damages on a variety of projects including: fossil-fueled power plants, nuclear power plants, chemical facilities, upstream and downstream oil & gas projects, highways and bridges, hotels, airports, hospitals, educational facilities, commercial and governmental buildings, stadiums, and water and wastewater treatment facilities, among others. He has been involved in insurance matters that included the review of damages and reconstruction of buildings damaged by fire, and he has assessed the performance of general contractors related to the management of their projects.
Mr. Cullian’s consulting assignments have included the evaluation of policies, procedures and controls used by government agencies and Mr. Cullian’s consulting assignments have included the evaluation of policies, procedures and controls used by government agencies and private companies. He has evaluated a company’s external project management service requirements in preparation for their nearly $1B capital program. He has performed cost and schedule reviews for public companies to assist them with their financial reporting requirements. He has also provided project management oversight and on-site assistance on several projects. His dispute and consulting assignments have included both domestic and international projects.
