Professional Experience
Ms. O’Shea has seventeen years of professional experience specializing in damages and cost analysis in matters involving commercial and government contracts. She has assisted clients with labor rate analyses, revenue and cost modeling, contract and document review, database management, trend analyses, and invoice and payment reconciliations. Additionally, she has both submitted expert reports as well as has assisted in the preparation of expert reports and has assisted counsel in both the discovery process and trial preparation.

Areas of Expertise
Ms. O’Shea has reviewed and analyzed claims related to bid protests, government contract compliance, fraud, and contract terminations as well as has helped clients prepare claims and Requests for Equitable Adjustments (REAs). These claims span a wide range of industries including defense contracting, aerospace, health care, transportation, food service, and nuclear power generation. She also has experience working with government contracting and the Federal Acquisition Regulation (FAR).

Ms. O’Shea has assisted in the review and analysis of companies’ pricing practices for government and commercial contracts. Her work has included extensive compliance reviews and the quantification of the effect on the companies’ pricing obligations under GSA, Service Contract Act, and Davis Bacon Act-covered contracts. Her analyses have included large, complex data sets, should-have-been price reconciliation, back pay calculations related to wage and hour requirements for SCA, extensive review of source documentation, as well as detailed review of past and current accounting practices and billing records. She has assisted in preparing schedules to document various findings for use in responding to the Government and DCAA, including voluntary and mandatory disclosures, has assisted in monitorship programs and compliance reviews, and has assisted clients in developing policies and procedures for increased government contract compliance.

Ms. O’Shea has assisted numerous clients with bid protests, working on behalf of both protestors and awardees. She has reviewed RFP requirements, proposals, source selection criteria and determinations, and analyzed proposal pricing and certified cost and pricing data. She has been admitted under protective orders in the U.S. Court of Federal Claims, the U.S. Government Accountability Office, and the Federal Aviation Administration.

Ms. O’Shea has presented at multiple American Bar Association meetings and has been an instructor on Bid Protests, Prevailing Wage Contracts, Commercial Item Contracting, Truth in Negotiation Act, Proposal Support, and the FAR and Cost Accounting Standards at various industry events.
